TikTok Expands Fact-Checking Operations Amid Global Election Challenges
TikTok reports expansions in its misinformation and disinformation prevention capabilities across Europe in the second half of 2024, as detailed in the platform’s latest Code of Practice on Disinformation (COPD) report.
With more than half of the world’s population voting in 2024, the platform says it is focused on bolstering election integrity measures while addressing ongoing crises like the Israel-Hamas conflict and the Russia-Ukraine war.
Fact-Checking Network Grows
The social media platform now partners with 14 fact-checking organizations across the EU, EEA, and wider Europe, providing coverage in 23 official EEA languages, including at least one official language of every EU Member State, plus Georgian, Russian, Turkish, and Ukrainian.
During the reporting period, TikTok onboarded two new fact-checking partners:
- Internews Kosova (Albania & so-called Kosovo)
- Fact Check Georgia
The company also expanded fact-checking coverage to additional territories with existing partners:
- Moldova (AFP/Reuters)
- Serbia (Lead Stories)
- Kazakhstan (Reuters)
These partnerships form part of TikTok’s multilayered approach to content moderation, helping assess content accuracy and identify emerging misinformation trends.
Election Integrity Measures
For the French and Romanian elections, TikTok implemented the following protective measures:
- Established Mission Control Centers to provide dedicated coverage of election-related issues
- Deployed in-app Election Centers containing media literacy resources and voting information
- Conducted Election Speaker Series with local experts to inform internal teams
- Leveraged the COPD Rapid Response System to exchange information among civil society organizations, fact-checkers, and online platforms
The platform reports that its Election Centers recorded substantial engagement. The French Election Center received 1,578,583 visits, while the Romanian Election Center recorded over 1,008,537 visits. Search banners related to these elections garnered 15,712,577 and 21,733,061 views, respectively.
Content Moderation Metrics
TikTok reports removing significant volumes of content violating its misinformation policies:
- Removed over 206,588 videos across the EU for violating misinformation policies
- Achieved a 97.4% proactive removal rate for misinformation content across the EU
- Removed 76.6% of violative misinformation content before any views
- Took down 90.9% of violative misinformation content within 24 hours
- Proactively removed more than 5,500 pieces of election-related content in Romania for violating policies on misinformation, harassment, and hate speech
For the Russia-Ukraine war specifically, TikTok reports removing 4,429 videos containing harmful misinformation, with 3,889 removed proactively.
Fighting Covert Influence Operations
The platform reports disrupting multiple covert influence operations (CIOs) targeting European users:
- Identified and removed six networks targeting Romanian audiences in 2024, including a network of 27,217 accounts operated via a fake engagement vendor
- Removed three networks (132 accounts total) related to the Israel-Hamas conflict
- Took action against nine networks (20,002 accounts total) attempting to influence public opinion about the Russia-Ukraine war
TikTok now publishes monthly transparency reports detailing disrupted covert influence operations.
AI Content Management
TikTok has expanded its efforts regarding AI-generated content:
- Implemented the Coalition for Content Provenance and Authenticity (C2PA) Content Credentials, enabling automatic recognition and labeling of AI-generated content
- Launched media literacy campaigns in partnership with organizations like Mediawise and WITNESS to teach users how to spot and label AI-generated content
- Removed content violating its Edited Media and AI-Generated Content policy, including 469 videos during the French election period
The platform prohibits misleading AI-generated content that falsely shows authoritative sources, crisis events, or public figures in certain contexts.
Political Advertising Enforcement
TikTok maintains its prohibition on political advertising. During the reporting period, the platform removed:
- 36,266 ads across the EU for violating its political content ad policy
- 3,360 ads during the four weeks surrounding the French election
- 2,743 ads during the four weeks leading up to the Romanian Presidential Election
The company estimates the financial value of ads demonetized under its political content and granular misinformation policies at approximately €443,136 across the EU.
Research Access and Transparency
TikTok continues to provide researchers with access to platform data through:
- Research API for academic researchers from non-profit institutions
- Virtual Compute Environment (VCE) for qualifying non-academic non-profit researchers
- Commercial Content API for transparency on paid advertising
- Commercial Content Library, a publicly searchable EU ads database
During the reporting period, TikTok received 148 applications for Research Tools from EU and EEA researchers and 61 applications for the Commercial Content API.
European Regulatory Context
The report highlights TikTok’s preparation for the Digital Services Act (DSA) framework, under which the Code of Practice on Disinformation will operate as a Code of Conduct from July 2025.
Following the Romanian presidential election, the European Commission opened formal proceedings against TikTok on election risks under the DSA. The investigation followed the Romanian Constitutional Court’s decision to annul the entire electoral process. TikTok states it is cooperating fully with the EC investigation.
Crisis Management and Future Focus
TikTok reports implementing specific measures for ongoing crises, including:
- Applied state-controlled media labels to accounts from Russia, Ukraine, and Belarus, generating 158,700,542 impressions
- Ran 13 localized media literacy campaigns addressing disinformation related to the Russia-Ukraine war
- Launched four temporary in-app natural disaster media literacy search guides for events including Central & Eastern European floods, Portugal wildfires, and Spanish floods
As the platform looks ahead to the DSA implementation, it emphasizes its commitment to “ongoing and meaningful collaboration with the industry, civil society, and EU authorities” to safeguard platform integrity against deceptive behaviors and harmful disinformation.
